Make appending ~rtm default for releasing ubuntu-rtm projects. We cannot normally allow projects for RTM not to have this by default as otherwise we can lead to situations where 2 packages are with the same version number but COMPLETELY different contents.

Error out whenever merge_and_reconciliate fails - before it was doing sys.exit, but now it needs to be handled properly. Also, fail when someone presses the publish button when it's already running.
