Matthieu James is part of the design team :) He and I worked together checking that Ubuntu Touch still looked good, actually, looked even better with this change compared to without.
It is not necessary to land that for 13.04 Raring and it will not impact it since it's solely modifying the ubuntu-mobile theme (Ubuntu Touch).
