Add clevis-tpm2 jobs (encrypt/decrypt with RSA/ECC key algorithms)

Note: there's a precheck job to handle the manifest and clevis executable.
The actual clevis jobs have the fail-on-resource flag and it must fail only
if one of the tpm2_cap requirement is not met.
(not if the tpm2 manifest entry is set to False)
