Use minor numbers for checkbox-converged versioning

Up to recently, the Checkbox release script was using micro version bumps for
Checkbox converged (X.Y.Z). Starting with v1.4 we decided to use minor versions
only (X.Y). This commit reflects this.

Git release script now behaves a bit more like the Bzr release script by
outputting the commands to be run manually at the end, grouped by types (code
push, merge proposals, recipe building, etc.)

Added a README file for the Git tool, and modified the Bzr README file to
remove Git-related commands.
