As of bionic, all i2c tools depends on https://packages.ubuntu.com/bionic/libi2c0
Only priming i2cdetect resulys in:

i2cdetect: error while loading shared libraries: libi2c.so.0: cannot open shared object file: No such file or directory

snapcraft.yaml: move stage/build packages

The jobs previously contained in plainbox-provider-snappy have
moved to plainbox-provider-checkbox. This moves all the build
and runtime dependencies over the checkbox provider following
the tests.
