Add soft_request_timeout config option

This adds the soft_request_timeout option and increases the hardcoded default
from 2.5 to 10 seconds.

Enable soft request timeout warnings from talisker

Set to 2500 milliseconds (same as SSO's settings.HANDLER_TIMEOUT_MILLIS)
