Import setuptools before distutils

setuptools 60 uses its own bunlded version of distutils, by default. It
injects this into sys.modules, at import time. So we need to make sure
that it is imported, before anything else imports distutils, to ensure
everything is using the same distutils version.

This is to prepare for Python 3.12, which will drop distutils.

Don't call Py_Initialize before Py_Main

This is unsupported, and breaks sys.path on Python 3.10.

Set convert_charrefs in Pythons that support it.

Python 3.4 emits a warning suggesting that it be set, as it's going to default
to True in 3.5. http://bugs.python.org/issue13633

This causes tests to fail, LP: #1375721.

But don't set it to True, yet, so that we use our implementation in all
versions of Python.
