Set --dhcp-range's first argument to net['gateway'] rather than net['dhcp_start'].

The address given to dhcp-range is only used to identify the interface to which the pool of IP's belong. net['start'] will always be part of the subnet of the dhcp_range, so this avoids the need for dhcp_range to be set.

job.py: check mounted partitions across reboots by uuid

On my system, when I booted from a 2.6.29 kernel to a 2.6.30 kernel, the
scan order of devices changed, and what was sda became sdc. This
confused autotest, which then printed out the following error and failed
the job:

reboot (old entries: set([('/dev/sdc3', '/'), ('/dev/sdc1', '/boot'),

('/dev/sda1', '/boot'), ('/dev/sda2', None)])) END ABORT

I modified job.py to check the uuids of the mounted file systems instead
of the devices themselves. This resolved the issue in my environment.

Changes from v1:
- Refactored the steps to get the mount info
- Replaced the subprocess call with autotest API

replace multiple '| logger' in regenerate_ssh_host_keys with a single one

This is a speed improvement as previous would make a fork/subshell for
each pipe. This will only make a single fork. I've also verified that
each line in logger output will still get the 'ec2' prefix

$ tail -n 2 /var/log/messages

Attempting to fetch userdata will hang for a very long time if the user has not
provided any userdata.

This is because retry_url treats a 404 (which is a valid response meaning that
the user did not provide any userdata) like a network error (which usually
means that the network has not come up yet, or that that user- and meta-data
service is not available yet.

This patch adds a retry_on_404 kwarg to retry_url. If True (which is the
default) retry_url will do what it used to do. If False, it will treat 404 as a
valid response and return ''. Defaulting to True is rather conservative as I
suspect that this new behaviour is desired in most cases, but I'll leave that
decision to you.
