Add a couple of tools:
  - copy-ppa-pkg.py: Copy packages between archives (PPA's as well as Ubuntu)
  - sync-ppas.py: Synchronise the contents of a PPA with that of other(s)
  - update_status.py: Is using PPA's for staging updates, this script will help
                      by determining of there are updates in Ubuntu that you
                      should consider copying to your staging PPA.
  - ppalib.py: A bit of shared code for these tools
