kpack-from-image: add support for 'overlay' copy

this copy mode passes '--overlay' through to mount-image-callback.
The big benefit is you no longer have to worry about things fitting
inside the provided image. This is ideal for kpack-from-image that
just throws data away after its collected the output.

add bcache module to initramfs

bcache module is needed to be in the initramfs for use by curtin.

cloud images prior to wily did not have bcache-utils package installed
so nothing would copy the module into the initramfs.

remove maas-enlist from wily and xenial images

maas-enlist is not used by maas going back as far as 1.5 (trusty).
So, remove it, and the dependencies it brought in.

promote: when loading content_id from 'released' load empty if missing

When promoting an image simplestreams syncs the two indexes.
If the content_id isnt yet present in the target, then a None was
returned and promote would break.

Instead, return empty tree.

add '--allow-padding=' argument to resize-image, use for ppc64el

ppc64el iamges in wily wont build now because they're too close
to full in 1400M with the kernel and such.

Rather than fixing this for other images, we're going to keep the
1400M arbitrary target size. At least for now.

fix 'ptouched' list.

the products touched list was getting only the first character
of the content_id. The fix is simple enough.

The result was that a product named 'c' would be inserted.
