Revert "MULTI_USRP: fixing issue that resulted in get rx rate returning 0"

This reverts commit 35bc4725291e84ccf14c86e8f8c98033f7870aac.
This did not fix the issue, it was just randomness that meant during
tests with this the code worked (which is somewhat expected given the
fact that this change should have no impact on compiled code)
