kernel-sru-check: make bug assignment optional

 add --assign argument to make the assignment optional
 and add a --verbose to show status and assignee if wanted.

check-source-package: change output of rmadout

 From the previous commit, instead of just removing the URL,
 we are transforming the output of 'apt-cache madison' to
 make it look closer to rmadison's output.

backupwiki: Add Include Macro pattern to search for included pages

When a wiki page uses Include Macro, it includes a page inside
another. We would like to verify if the included page should be
added to the backup list

umt qrt: Install the binaries instead of checking for it

For my specific test I need to validate an older version (private ppa,
long history) and the upgrade command superseded it with the latest one.

Also, this will install all testing binaries. It's a plus.
