See my question on IRC about merging those icons directly in our official theme for the desktop if it's going to be the goal (check with the design team is needed I guess).

On the MP itself:
- debian/control:
Package: ubuntu-mobile

has a lot of trailing spaces :)
you need to conflicts replaces and provides the icon package that you had for phablet if you want people upgrading from the quantal phablet ppa to be able to upgrade to those one.

No install file? how are the icons installed, did you try the package?
