After some back and forth about what grub2 packages needed; we pulled out shim and grub2-efi-x64 for now and pushed secure boot to a separate feature.
A full vmtest run with this branch against current published images has passed. I've also run all centos7 tests against the proposed images from ltrager and that has passed as well.
