make phases less special, optionally
When mojo run is invoked, it will create the workspace if it
does not exist. This has the side effect of updating the spec,
even if the workspace already exists, which is essential in
production due to the way we reuse a single workspace.However, when invoking phases by hand to selectively apply
changes pulled into the spec branch, there's no convenient way
to refresh the copy in the workspace. This branch adds a new
option, --create-workspace, (aliased as --refresh-spec to help
convey a more typical use case). For completeness, phases will
also obey --keep-local-spec- changes as per "mojo run". For backward compatibility reasons, and to avoid surprises when
$MOJO_SPEC is set in the environment, default to false. - 213. By Tim Kuhlman
