Fix snapcraft packaging conflict with packaging library

Exclude packaging library from codetree part to prevent file conflicts
during snapcraft staging. Both codetree and mojo parts were installing
different versions of the packaging library, causing conflicting .pyc
files in lib/python3.10/site-packages/packaging/.
