Reconcile installed packages with configured repositories

Downgrade packages from the future to whatever version is available from
the configured repositories.

Remove (purge) packages not available anymore from the repositories
in any version (i.e. packages fully removed from the archive for the
release we're working with).

Remove (purge) automatically installed packages that have been orphaned
by the downgrades/removals above.
