This essentially is an MP against two targets.

1. The more readable one is filed here - it is just a version change to backport the latest version
   from Eoan (which is equal to debian/sid atm) to Bionic/Cosmic.
   This shows it really is equivalent to that version (no Delta but the changelog)

2. You can view the same as a delta against pkg/ubuntu/cosmic-devel because that is what the
   effective upload will be e.g. what the SRU Team reviews.
   This would be the same delta as an upgrade to the newer version (which is in Disco and Eoan)
