Depend on ubuntu-pro-client in server-minimal

Due to complex dependencies that is otherwise missing, we have:
server: standard
And in platform we have
standard: minimal
And in minimal ubuntu-pro-client is present.

But server-minimal is very minimalistic. All we have is:
server-cloud-minimal:
server-minimal: server-cloud-minimal
And it is in neither of those ubuntu-pro-client is mentioned.

I'm not changing the structure, but adding ubuntu-pro-client
to server-minimal so that it is also present in that part of
the dependency trees.

Drop direct seeding of libatm1.

This is a shared library, not something that it makes sense to seed
directly. In noble, the package name has now changed to libatm1t64 anyway,
and furthermore this is already pulled into the live seeds as a Recommends:
of iproute2.
