maas: acknowledge packages that are not in main

There are packages which historically never made it to main (impitools)
and some that got demoted from Ubuntu (isc-dhcp-server).

Yet they keep being shown as component mismatch in every weeks MIR team
meeting.

Ipmitools was tried to be promoted and denied (LP: #1978144)
And isc-dhcp-server deliberately demoted in noble (LP: #2045577)

There is no gain in flagging them every week, this list isn't used
to build an image or anything similar either.

Therefore let move them to the community-maas which will help to remind
us they are used, but not try to pull them to main.

desktop-common: seed ghostscript instead of the now dropped transitional ghostscript-x
ghostscript 10.02.1~dfsg1-0ubuntu1 drops the transitional ghostscript-x
package in favour of ghostscript package having that as a Provides:
This is causing daily ISO builds to fail as they are still trying to install
the NBS ghostscript-x binary.

Remove isc-dhcp-server in favor of isc-kea

This is a follow-up on the isc-kea promotion (LP: #2002861), being
tracked in LP: #2045577.

There are no reverse-dependencies left in main for this package at this
point. However, it is still seeded through supported-maas.

Next steps are to remove it from supported-maas and proceed with the
demotion process.

Unseed kernel-wedge from supported-kernel-common

This is no longer being used. There are some build-depends still
but no code paths calling it, but we can unseed it already since
build-depends (especially unused ones) may be satisfied from universe.

Add hard dependency on fonts-dejavu-core

The reason for this is to make sure that DejaVu Sans is available at
distupgrades, see LP: #2034986. Since fonts-dejavu-core depends on
fonts-dejavu-mono, there is no longer a need to recommend the latter.
