server: move lsb-invalid-mta hint

supported-sysadmin-server is evaluated before supported-misc-servers and
contains checksecurity which will pull in logcheck.
That will depend on default-mta which will fail to resolve and make it
select esmtp-run (universe).

Move the lsb-invalid-mta hint from supported-misc-servers to be before
that avoiding the mismatch (which btw is i386 only as postfix isn't
there).

This might eventually be a bug in gemrinate (LP: #1895011) but until
then move this to avoid the false positive.

Function of nova-network is taken over by nova-common

The following packages got removed upstream and in packaging:
- nova-objectstore
- nova-compute-lxd # James Page LP: #1540597
- nova-cert
- ceilometer-collector
- ceilometer-api
- neutron-lbaas-agent
- heat-api-cloudwatch

promote runc/containerd to main

For LP: #1817336 and LP: #1819761 now being completed lets add these
packages to supported-misc-servers. We don't need/want them on ISOs or
related to tasks so supported-misc-servers is enough.

add ndctl to supported tools

This is part of the nvdimm efforts around pmdk and libpmem1.
libpmem1 will be pulled in by qemu, but ndctl is a tool and no
runtime dependency, therefore let us add that to the seed directly.

Adding src:ndctl will as usual also add all the -dev packages but
on ndctl that does not seem to pull in any other universe packages.
Therefore this should be enough, no extra-excludes needed.
