*Experimental* support for storing receive_count tweets in memory, and
only requesting newer ones from the server, hence saving bandwidth and
reducing server load. This then allows us to increase receive_count to
the maximum 200 and enjoy more tweets!

Use the new receive_count spinner to adjust the number requested in your
twitter account settings.

Please test.

*WARNING*: if you increase receive_count to 200 whilst testing this
branch, you will probably want to reduce it again before switching back
to main as the gconf setting will take effect on the other branch -
causing your gwibber to constantly poll for all 200 tweets again every x
minutes!

Originally thought fix for bug 296953 would need to be careful about not
converting & to &amp; in URLs but it turns out notifications + <a
href=...> seem to handle them just fine, so we can just naively convert
all & to &amp;
