Move skipping program logging completely to the conf files

Any
 return=skipped...
command in a program ought to be preceded by a
 return_message=_Blah
which is given in the tooltip of the production site if this return is
executed. This string is translateable as usual.

If return_message= is missing for a program, a warning is emitted at start up.
This should later be changed to the (prepared) exception.
