Thanks for the patch!
As for the failure, I added an if statement where I think it happens.
Unfortunately, I have no Windows machine where to check it.
May you send me the two lines in [VAMP] section from your mixxx.cfg?
they should read as:

AnalyserBeatPluginID qm-tempotracker:0
AnalyserBeatLibrary /Path/to/libmixxxminimal
