Code review comment for lp:~mhr3/unity-scopes-shell/hook-scopes-ng

As a note, this doesn't have tests yet, as the scopes framework is very much WIP, and doesn't allow to easily create dummy test scopes. Once the support is there, tests will be added.

Also, none of this code is enabled by default.
