We don't need to parse through lists of releases and eol releases,
we just need to see if the package exists in the source map.

publish-cves-to-website-api.py: don't require base release to do esm

The tool was assuming the base release would be present in the CVE
file before it would look up esm releases. The base release isn't
necessarily present anymore since 2999ee5f7f.
