[UMT] Warn users if distro-info-data is not up to date.

Right now, if a user tries to umt check a package for a release
that has not been included in the local version of distro-info-data,
then script will fail silently.

We should warn that the issue is because the release is not
available and to update the package.

[UMT] Build the first ESM version inside ESM schroot.

When we create the first ESM version of a package,
the tool will suggest a regular schroot for the
build since that's the only version it's aware of.

This changes the behavior to use the right
ESM schroot when building, since the package
will be built on LP using the ESM PPAs.

umt qrt: Install the binaries instead of checking for it

For my specific test I need to validate an older version (private ppa,
long history) and the upgrade command superseded it with the latest one.

Also, this will install all testing binaries. It's a plus.
