d/rules: strip symbolic-functions linker option

This is only set by-default on Ubuntu today.
It mostly works, but as the word mostly implies some cases are different.
Libvirt now became one of them.

As discussed DEB_flag_MAINT_STRIP already is conditional therefore no
need to vendor the check, but better add a comment why/what it does.

Avoid non empty dir messages on purge

d/libvirt-daemon-system.postrm cleans up libvirt directories.
There are a few more of those directories now then when the code was
added, triggering warnings like:
  dpkg: warning: while removing libvirt-daemon-system, directory
  '/var/lib/libvirt/qemu' not empty so not removed.

Extend the list to cover the new directories as well.
