Update Vcs-Git and Vcs-Browser

Since Xenial there is a Launchpad group and a git tree which we use
to maintain libvirt in Ubuntu. Point the vcs lines to launchpad and
rename the original lines. Thanks Nishanth Aravamudan amd Dann Frazier.

Fix FTBS in Yakkety

Python is used to build some docs. Until recent changes this was
pulled in already by other things. Now we have to re-enable the
dependency manually.

Fix upgrade migration from libvirt-bin to libvirtd

The check was evaluated the wrong way but generally was-enabled should
return successful when the service is considered to have been enabled.
So use the return code instead of a string compare.
Also, we need to call deb-systemd-helper with purge so the state files
are removed as well as all links. Then the enable call later can
re-create everything with the proper service names.

While not yet uploaded, prep the git repo so other libvirt maintainers
can see the change.

Changelog will go from unreleased to yakkety once uploaded and tagged on
passing proposed migration.
