Fix missing manual mode for wireless-tools tests

This commit makes the wireless-tools tests require manual testing
and verification which was intended yet missing from the original
commit.

Add plainbox test for wireless-tools.rfkill

This commit adds plainbox tests for wireless-tools snap with focus
on testing the rfkill command from wireless-tools package. There
are four test defined:
  - make sure that it is possible to connect plugs and slots
  - check if rf kill switches are listed
  - check if it is possible to change state of the rf kill switch
  - check if it is possible to recieve event updates on the state of rf
    kill switches.

Add initial manual tests for bluez snap. Also add a MAINTAINERS file, bump the snap version, and make sure this snap is compatible with the latest snapcraft standards.
