fix denials when creating raw sockets

Due to flaw in bluetooth-control interface running btmon and hcidump
commands ends with apparmor="DENIED" operation="create". This commit
quickly fixes this by adding network-control plug for them.

This change will be removed once the bluetooth-interface is fixed on the
snapd side.

add btmon - the Bluetooth monitor tool

btmon is the Bluetooth HCI sniffer currently recommended over hcidump.
This commit adds the btmon command as well as unlocks it's compilation
with adjusting BlueZ build flags.
