worker: Log to systemd journal with custom ADT_ fields for easy querying

This implements ADT_PACKAGE, ADT_ARCH, ADT_RELEASE, and ADT_PARAMS
fields.

Run 12 workers in bos01/arm64

Bump the sleep time for the autopkgtest-lxd-worker *-socat units to work-around some of them starting before their lxd remotes.

worker: Add a fail string for pcapfix

It's currently exiting 254, which breaks everything as we think that's a
testbed failure.

update-github-jobs: Remember which jobs we've seen before

So we don't hit swift over and over again unnecessarily.

Also, process jobs from oldest to newest, so that we prime the cache on
the first run and others should just hit that.

add salt to long_tests on arm{hf,64}

salt now times out quite a lot on these platforms (but not always),
so add it to long tests so it has some more time to run.

Add nodejs to big_packages on x86

Also repair this on the download-results side too

we got some results.tar files in swift which have this problem, let's
patch it up

synthesise 'unknown' version for code 4 too

that's what we make up when converting tmp to real fails

Update armhf lxd slave metadata for bionic.

Don't try to install lxd from xenial-backports on a bionic system.
