Change: clevis jobs now honour tpm2.0 manifest

Do not use fail-on-resource which prevents use of the jobs in
generic test plans as this will cause fail results even when the
manifest indicates no TPM is present.

Add the clevis based TPM tests in the certification test plan.

Add: category nested parts for Cert

Create nested parts that can be used to collate a number of different
types of tests for certification rather than needing to specify
specifically tpm tools or clevis etc.

Change: manifest wording from chip to support
