Announce that this is the last release for which we'll support Python 2.4.

We should drop Python 2.4 support next release.

Thanks for landing this. It turns out that Samba are still stuck on Python 2.4, and they use testtools. Maintaining Python 2.4 stuff is a pain, but we should keep in touch with Jelmer.
