Code review comment for lp:~javier.collado/checkbox/bug990075-2

Looking the checkbox/lib/resolve.py it seems that jobs are reordered based on the number of dependencies they have. Is that correct? If that's the case, this might break whitelist ordering and cause some other trouble with jobs that have implicit dependencies (suspend/advanced).
