Add onetbb/arm64 to long_tests

The test suite of onetbb takes long:

* amd64: 0h 53m 37s – 2h 02m 48s
* arm64: 2h 06m 54s – 2h 41m 58s*
* armhf: 1h 12m 37s – 1h 41m 18s
* ppc64el: 1h 07m 47s – 1h 18m 05s
* s390x: 1h 39m 52s – 1h 57m 59s

The test suite on arm64 takes the longest on arm64 and timed out 9/13
times in kinetic.

Add sagemath/amd64 to long_tests

Add pglogical to never run for bionic, focal and impish on armhf.

The tests are already hinted on those releases and they are running for
more than 3 hours now and aren't getting cleaned up so let's save some
resources but not running them at all.
