Description of the change
This patch fixes the full_projection case, where no preconditioner matrix is specified. Also adds a series of improved options checks for Stokes and a check for pctype=none if NoPreconditione
Buildbot is red, but only for the cases that are currently red in trunk, so I think this is ready to be reviewed/merged.
