Yes, it does still run. I had to change the "upstream" code a bit to make it run though. It looks in the local directories first for files, and then looks in their public locations (/usr/share and so on).
If you don't want a debian/ directory in the main branch, I could research bzr builddeb which lets you keep maintainer files in a separate branch. You'd still need to keep the setup.py script in the main branch, though, which is pretty common for python applications.
