There are several hints are not:
 * Hinted with a proper bug report
 * Use a permanent hint for issue that looks like a one-time glitch

And some issues are gone.

Update ubuntu_ltp_kernel_misc/tpci and ubuntu_lttng_smoke_test with an
existing bug number.

  - Hint is too broad (permanent hint for a transient issue, and

k/aws: remove hints without proper bug report

There are several hints are not:
 * Not hinted with a proper bug report
 * Use a permanent hint for issue that looks like a one-time glitch
 * Issue does not exist anymore (ubuntu_futex test)

Remove them to ensure new regressions won't slip through.

Update memcontrol03 with existing bug number.
