make_sandbox(): Bring back the ProcMaps optimization for distro packages

Only get the full set of Package/Dependencies packages if there is any
non-distro package in that set (containing '[origin'). This keeps the
opimization for native distro packages.

* sandboxutils.py, make_sandbox(): Install packages from Package: and Dependencies: fields also if we have a ProcMaps: field. Not doing that was a nice optimization for distro packages, but makes life hard for retracing crashes that use PPAs (as they don't have Contents.gz)
