xgene-uboot: Ensure kernels are compressed

We may return to shipping uncompressed kernels in arm64/generic as it
appears to be required for proper Secure Boot support. xgene-uboot
systems require a compressed kernel and do not support Secure Boot, so
let's take care of compressing uncompressed images internally.

xgene-uboot: Error out if the kernel is too large for the platform

Just in case future Ubuntu kernels grow too large for the platform
(we've currently got > 2MB to spare), check the size and error out.
