kpack-from-image: Include cppc-cpufreq on arm64

The CPU cores on NVIDIA Grace-based systems seem to run at a low
clock rate unless this module is available. This causes deployments
to take a long time, often hitting a timeout. Manually adding
this module during deployment has been seen to improve deployment
times from 45 min to 20 min.

xgene-uboot: Ensure kernels are compressed

We may return to shipping uncompressed kernels in arm64/generic as it
appears to be required for proper Secure Boot support. xgene-uboot
systems require a compressed kernel and do not support Secure Boot, so
let's take care of compressing uncompressed images internally.

Correct architecture evaluation

Scott Moser reported that we are currently evaluating the architecture
at the time we create the initramfs script, not when we run the initramfs
script, which was the intent.
