Justifications:
1. OEM has a hard deadline for the platform on 5/31 which requires an OEM kernel with the fix to be available at least one week prior. And the existing kernel SRU schedule can not meet customer's demand.
2. The needed fix in lp:1923557 is minor in scope and it had be verified externally by ODM QA and internally by project FE team. And we believe the risk of this fix causing regressions is really low.
