Public and private instance IP addresses are now extracted and exposed
via the Instance class.

This change is the first step towards improved region handling in txAWS: a new
regions module that collects all the region/region endpoint data into
well-defined constants.

Future additional work will make using any EC2-like or S3-like service much
easier, regardless of where it's hosted or by whom.
