Treat missing Format field as 1.0

Versions of dpkg earlier than 1.6.13 (May 2000) didn't emit a Format field
in the .dsc file. "Format: 1.0" was introduced without accompanying any
other format changes as future-proofing. Thus, it makes sense to treat a
missing Format field as 1.0.
