annotations: update: properly update note for arch-flavour configs

Values in the form "arch-flavour" are incorrectly processed in the logic
to determine if the note needs to be updated, causing a bunch of notes
to be incorrectly replaced with 'TODO: update not'.

Fix this by searching the values with the proper arch and flavour.

cranky/annotations-tools: automatically update note when a config is changing

When a new .config is imported some values may change, but the
corresponding note is not always updated to reflect the new value.

This is wrong and it can lead to errors and incorrect information in the
annotations file.

To prevent this from happening automatically add a TODO note when any
config with a note is changing to force the reviewer to update the note.

kerne-series.yaml: two handles cannot publish the same track

When I added jammy:linux-hwe-6.2:pc-kernel publishing to 22-hwe track,
I had to also drop 22-hwe track from jammy:linux:pc-kernel, otherwise
two different snap trackers will be fighting over the same track.

stable/sru-cycle-kernel-versions: Ignore security cycle

This is called in the `gen-sru-announce` script used only for SRU cycle
annoucements at the moment to get the latest main kernels versions:
    `sru-cycle-kernel-versions --no-devel --no-esm`

It checks https://kernel.ubuntu.com/sru/kernel-sru-workflow.json for
the current cycle(s) kernels that are non esm and non development.
If there is a security cycle overlapping, 2 kernels are found and the
security version may be the one returned in case its tracker is newer.
This fixes it by checking if the cycle number starts with 's' and ignoring that
version in that case.

Note: This is a quick fix and if we need to make announcements for
security we will have to extend this script to accomodate that.

ci: restrict CI to run on target context

We should always run CI from the target context. For this repo, it
doesn't really matter because only committers have PR access. As a
reference for best practice, we should encourage the more secure event.

cranky: review-master-changes -- fix 2nd order derivatives

In some cases such as respins, it was possible to not be able to find a
starting point for calculating a changelist. This was addressed in

29ed91b7 ("cranky: review-master-changes: Fix the case when the base in the changelog is not in the tree")

This approach was found to not work with derivates of derivaties. Let's
use the original method and then attempt the more expanded method as a
fallback.

cranky: update-dependents -- exit on error

Maintain exit-on-error behavior with the option to override using
--rollback. The call to update-dependent does not exit immediately since
we _may_ need to rollback. All other non-zero return codes will abort as
expected. Stop processing packages once the first error is encountered
in order to be consistent with the other cranky commands.

Without --rollback, the user may end up in an inconsistent state where
one package succeeds while one or more remain unchanged.

stable-tools: stable-check-reverts: enable remote upstream branches

The script assumes to be run inside an upstream stable repository. To
allow for a different setup, e.g. where upstream stable is only
available as a remote to a local repository, try to find the correct
upstream branch in a more sophisticated way. In case there is more than
one branch that fits the pattern, select the first one of the list.

This approach allows for the traditional setup but also enables a
different repository layout.

cranky: open: do not modify state when combining --dry-run and --reuse-abi

cranky open --reuse-abi modifies $DEBIAN/abi/version and adds it to the
index irrespectively whether --dry-run is passed or not. This will also
cause future invocations of cranky open to refuse to run since $DEBIAN
will not be clean.

Change the script to respect --dry-run in all cases and leave the tree
unaltered without having to reset the state of the tree.

info/kernel-series: mantic: re-enable lrm for all derivatives and derive from linux

Derivatives were temporarily based on linux-unstable in order to have
6.5 kernels across the board. Now that mantic:linux also moved to 6.5
all the derivatives can be based on mantic:linux again.

Also re-enable lrm for all the derivatives.

Add explicit meta-pkg definition for j/oracle so lts packages are
correctly detected in testing. The 2023.07.10 changes arrived after the
crank which is why the problem wasn't noticed sooner.
