swm: promote-to-updates -- report lack of builds

Now that we do not start checking builds until we have
promote-to-proposed marked complete we can safely report lack of builds.

swm: wft/promote-to-proposed -- report older tracker over dirty pocket

When we have an older tracker in proposed we by definition will find the
pocket dirty. It is better therefore to call that out as people tend
to want to override dirty pockets.
