 - IE6:
   - Fix: Background not being removed from fieldsets.
   - Fix: fieldset captions extending to almost full width of the fieldset
     box, causing the top border to appear broken.

Background images removed from fieldsets and admin panels in IE (they repeat
and so look pretty bad).

- Fixes for IE6:
  - Links in the tab bar are no longer underlined when hovered over.
  - Visited links in the tab bar no longer colored differently.
  - Position of subtasks bar consistently placed, and now set in pixels
    over percent.
  - Geneal layout issues fixed by removing body center alignment from
    the fix-ie-*.css files.
  - Fixed IE6 (64-bit) freezing when the window is resized as to push
    the content of the tab bar to its minimum width given its content.
    (Problem was the 'position: relative', which has been removed).
  - Fixed horizontal line artefact appearing on-screen above the content
    area. 'height' added to a #content-region block in IE fix files.
  - Cleared out unneeded content from IE fix files.
- Other tweaks and code updates.

Note that there is no specific code for rtl styles yet; these files are
currently straight copies of their non-rtl counterparts.

First pass at the basic theme. It's in a usable state but will benefit
from further updates as and when.

down and reshaped into parent (core) and subthemes (com and org).
