feat: Add a script for generating the base configuration

You can now generate the base config to use with generate_config,
based on set up done by configure_lxd.sh.

Now you can follow the README to get a passing test run, without
having to manually edit config.yaml.

Collect more logs using sosreport.

  1) Use the snap of sosreport, so we get a new enough version
     that can collect journal logs for MAAS 3.5+
  2) Run all the plugins, so that we get more information about
     the system. The resulting tarball is only a couple of MB
     anyway.

Add the foundation for testing that a machine can be enlisted.

Add the foundation for testing that a machine can be enlisted.

It's now required that a config file, config.yaml by default, to be
supplied for the test run. A sample one has been committed.

Currently the machines part is ignored, but the idea is that it will be
used to power on the machines, and as a repo to know which machines that
should be part of the test.
