Download CentOS images with a short version string

http://cloud.centos.org/centos/ now contains images using a shorter version string in the format of YYMM. We know the second format is referencing the year and month by looking at the timestamp of each image. To ensure MAAS chooses the correct version expand the short version into a long version.

Modify CentOS curtin-hooks to work with Python 2 or 3

The base Xenial image only ships with Python 3. Add a wrapper script which detects which version of Python is running on the system and then executes the actual curtin-hook. The hook itself has been modified to be usable using Python 2 or 3.

conf/meph-v2.yaml: fix arm_hwe_x to list hwe-w subarch support.

Generated streams did not mention that 16.04 arm builds supported
hwe-w subarch.

conf/meph-v2.yaml: xenial subarch is hwe-x not hwe-w.

Simple typo fix that resulted in:
 "subarch": "hwe-w"

for the 16.04 products. Thanks to xnox for catching.

kpack-from-image: add drivers/net/usb for usb network devices

This adds ~ 1.5M more of drivers for usb network devices to
the initramfs. The use case we're most interested in usb NICs for
is the "orange box" where each system only has 1 nic, but some
workloads want 2. We want maas to see the nic in commissioning
and in deployment.

kpack-from-image: remove workaround for 1536810

The current linux-image packages are fixed, so we
no longer have to do this workaround.

get release_title, support_eol and release_codename 'build' output

The build_image path would not produce release_title, support_eol
and release_codename as they were only being copied from the
cloud image stream. Now we create them ourselves.
